Recent windows updates are showing issues with USB-C -> Monitor issues in the Surface 4 Model Laptops that are on Windows 10. 


These are the updates causing the issues:



Here is the fix:


1 - Unplug the offending USB-C device
2 - Shut down the computer with Start>Power>Shut Down
3 - Wait 10 seconds or so, and then hold the power button down for 20 seconds, so the machine boots, resets, and the Windows logo comes up again. Then you can let go of the power button.


Once it boots back up you can re-connect monitors and the hard reset will have allowed them to work.


You can also fix by upgrading the PC to Windows 11.
